November Nuisance Ordinance Meeting Cancelled Update!!!!!!!!!!!!!!!

 Tonight's Nuisance Ordinance Meeting has been cancelled!!

New date and time has not yet been decided.

Due to the failure of publicly posting 24hrs in advance to the town (assuming on the billboard at the post office and/or on the village Facebook pages), a village member has threatened to report the mayor and village if the meeting still occurred, even though it's been shared on the date since last month.


I will update when the new date and time is chosen, but it may wait until early next month, if not next year due to the upcoming holidays, and other things in planning.


Again, the meeting for tonight: November 12th, 2025, 6:30pm at the Firehouse, has been cancelled.

“Four people on council are voting against animals” ~ Council Member Last Meeting


First off I’d like to apologize for this being a month late, there has been a lot of things going on at home, that I was unable to get to this as quickly as I had hoped to.


The Morral Fireman’s Festival was a success! The Fire Department raised over $600 in vendor donations not to mention a few hundred from Raffles and Bingo.

Vendors said they had a great time and would love to have booths there again next year, or for any other events.

Townspeople said they loved the parade and would love to have a parade every year (Volunteers are welcome to reach out to Amber Belcher or Ron Spicer to make this happen, the earlier the better, as it takes volunteers to make the dream work).

Morral Companies ended up paying for the band that played and was heavily enjoyed by many people both from the village and outside of it.



As for the recent meeting here are the updates: 

The town meeting started out as a huge fiasco with lots of screaming at the mayor from a council member, interestingly this council member always raises a fuss that people should be kicked out if they raise their voices, but I guess it's okay if that member is the person who is screaming. Goes to show that certain members of counsel believe rules don't apply to them, which is a scary thought considering that people have alleged this person is planning to run for mayor in two years when the next voting takes place.


Ron Spicer gave us an update regarding board of public affairs that Salt Rock township was given $6million dollars to take care of the sewer, that there are some people who still have not paid any of their sewer bills and that those people will not be allowed to use the sewer once it is put in, and will have literal shit coming up their tubs and showers as they will be cut off from All Access to flushing and everything else. He said it was $60 per lot to do a survey, that people are taking out survey flags from their yards which is causing more chaos and causing more money to be spent to redo the surveys to replace the flags. There was talk that any leftover money from the $40 bi-monthly payments by every villager can go into grants for hookups, and once everything is done you have 120 days to pay the sewer bills or you have no access to it. It is allegedly ODNR and the Health Department who make the rules.


Mrs. Millhouser's dad’s small corner lot is as of last meeting still for sale less than $1,000, with the village council talking about purchasing the lot.


Security lights in town are going out and you are requested to make as many AEP site submissions regarding the lights as possible so that they might fix the lights for everyone.


There is discussion about tearing down the Quonset Hut, which is the metal building at the council garage lot.


Also there's discussion about starting a village official website so that any events can also be put there along with access to all village ordinances that are currently only held by the village Fiscal Officer Phyllis Burns with no other copies even submitted to the county of Marion, which is also being discussed to have those submitted to Marion County so that they are officially on record, as currently everything is paper only and so placing them on a website and submitting them to Marion County seems like the next great step to ensuring no loss/damages/etc of ordinance papers or anything else important.


Another discussion regarding technology is that the village workers should have their own work tablets for when they are on village time, and that there will now be waivers that have to be signed by home owners due to the liability on people's property and how certain events have recently played out with some townsfolk regarding ruts from hauling away brush or anything else.


There was discussion about Harry Miller, someone who has donated years of time to the village and people calling to complain about him. With no one seeming to understand that he is not paid for all the work he does for the town, he has no bad bone against the town or any of its people. And humbly myself and others request that he be left alone from The Bullying, whether or not you like other people that he helps, he is a good man and does not deserve the hate. One of the things people complained is that he is playing around on the town ATV which is not true, Harry has a sick wife who he takes care of and sometimes while working will drive it to his home to take care of her before going back out and doing more Free Labor for the town, there were also complaints that he is messing around and using it during yard sale day, although he may have stopped and provided financial services to people selling items, he also is looking around for anything he needs to take care of and picking up trash doing our community a great service.


Regarding the village cemetery, village laborer Derek Weber had planned to cut up a tree blocking the access to the cemetery and placing the wood down at the park for first come first serve . With any leftover wood being potentially placed into the raised garden beds at the community garden at the park.


A couple council members are requesting that the town take on zoning. I presume more will be discussed at the next meeting in regards to the issue. And until the community is zoned the village can't force building permits, AKA if anybody would like to build any barns, sheds, garages, or anything else now's the time to do it before you have to pay the village permits and have them okay anything you would like to build just in case zoning pulls through.


Although this was a strictly no livestock issue meeting the topic still did come up thanks to a member of council who found themselves unable to stop themselves before going off on a tangent about feeling emotionally hurt by another villager, completely taking over another council members pleads that the townsfolk stop fighting so much, that all of the hate brings dread to coming to meetings, and how she’d like this community to be a loving friendly one instead.

During the animal rights discussion a member running for council insisted that many people refuse to sign their petition, stating that the people feared other people would attack them for their beliefs with another villager suggesting that maybe the people on the other side of the issue feel the same way with how they’re constantly treated.


Check with The Marion City Engineer Office for a map on the closed alleyways, as lots of people are caring for unused alleys that were thought to be closed in yards or driveways. Many people have been taking care of the alleys as if they were yards for over 40 years not knowing they didn't own them. The town solicitor says he needs more time to look into things since last month's (September’s) meeting.


Trick or Treat was planned for October 31st from 5:30 - 7:00pm, with Trunk or Treat across from the Fire Department. As someone who was there that night, it went well, although myself and many others walking with children do wish and had expressed to one another that even an extra 30 minutes would be very nice as not everyone was able to walk everywhere as wished with such small legs following them.


The village has contacted CSX regarding the tracks and is hoping that things regarding the gates will be fixed soon, although going off of the last couple of months hopes are not so high.


The village is also trying to determine how to get rid of things that are not needed in their possession, as giving them away, taking them home, or selling them is stealing from the village.

Morral Festival & Parade Current Information

Thursday, October 2nd, 2025

The Morral 150 Year Celebration is just around the corner (Saturday, October 11th, 2025), and with that, here is some updated information regarding plans.

There are currently 12 different vendors, not including food vendors. Food Vendors are:

Pop’n &-Roll’n
Wagner Farm Pork Concessions
Midwest Breakfast Barn

If your young ones are interested in being in the parade, children are all welcome to join in for a children's bicycle parade. They can decorate their bicycles and themselves to match the theme (150 year village birthday), and the top three best decorated will win a prize!

Any Veterans are encouraged to reach out and also be a part of the parade!

Local businesses are also welcome to reach out and be a part of the parade.

If you would like to be in the parade, please reach out to Amber Belcher or Ron Spicer.

The parade starts at 3pm, lineup starts at 2pm at Farmer Boy, 500 S East St, Morral, OH 43337.

The Festival officially starts at 4pm after the parade, and will continue until 9pm. It will have Bingo, Raffles, a Giant Inflatable for kids, Games, and more!

Remember to bring cash as not all places accept cards/Venmo/Cash App/PayPal/etc…

Donations of items and money are also welcome for raffles and prizes (again, reach out to Amber or Ron regarding this).

The Property Rights Fight Lives On

“Never” Said At The September 2025 Public Meeting by two council members, in regards to when does the attempt to stop controlling peoples properties end.

What started out as a simple question of what else could face scrutiny was answered at this last meeting on the 8th. The answer was, anything that bothers them about your property.

This isn't just about animal rights, but it's about YOUR property rights.

They were asked why the Morral Newsletter written by Karen Hughes running for council and the wife of council member Scott Hughes, didn’t include the fact that they wish to Ban livestock animals. Simply put they said it didn't need to be in there because it wasn't concrete yet, but they did add other things that weren't concrete in the newsletter including the Christmas celebration. Another answer they gave of why it wasn't included was because “if the villagers actually cared they would come to the meetings”. It was also said that you can't include everything in the newsletter because it would be too long. One council member also said that villagers wouldn't be able to understand what the ordinance means and that it’s only an “idea”. And  if it was even said it was only an idea in the newsletter, that the villagers would take it as it's exactly this and raise hell. Simply stating that everyone would take it as it is and so it needs to be withheld. And this was said by three separate council members, two of which are rerunning.

Another thing mentioned was that Deb Thibaut and Karen Hughes allegedly walked around the entire village of Morral and knocked on several doors to get people's “ideas” and signatures to completely ban livestock. However there were people at the meeting who said they have cameras on their properties and no one once came to their door. But they claim the majority of Morral was on their side… an interesting fact about Morral we have over 160 houses with residents, they admitted they only interviewed 32 residential households and that only three people told them no. Now I'm not the best at math but 32 households does not even sound close to half of 160 plus households. So I'm curious as to how the majority of Morral is on their side. It was also blamed on a Morral resident that this survey happened in the first place, with a different council member talking down and belittling another council member in its regards, scolding her like a child. Real mature of you unnamed jackass who I know is reading this, real mature.

If such an ordinance was put in place anyone who goes against it could face up to $250+ in fines that will be enforced by The Village Council.

When a council member said that they don't want to look in their neighbor's yard and see a cow, she was asked why does your neighbor's yard bother you, for her  to then say she doesn't care what her neighbors have. So which is it? Do you care what your neighbors have or don't you? And if you don't then why does the livestock and other issues bring such an importance to you if it doesn't matter what your neighbors have or don't. 

However our Mayor Marjorie Moyer had found a better ordinance idea from the village of Shreve Ohio, to make things more of a nuisance issue rather than a livestock issue (at the bottom of this article is a copy of Shreve’s ordinance, which is simply an idea base for Morral to try and follow)

There is now also a village committee to work on a nuisance ordinance and to also bring in information regarding animals. İf you would like to join that committee I very heavily recommend that you reach out to the Mayor.


There was also still an argument that our village is not a farming community, when 81% of our village is farmland.  With more information in my last article on how we in fact live in a farming community. And based on recent events, and how some people feel the village should be vs. how it is, please remember folks, we don’t live in an HOA, we live in a happy farming community, and if anyone knocks on your door saying “hey sign this”, don’t. You already pay mortgage and property taxes, why on earth are you also going to pay an HOA to tell you what to do with your own land? Paying for someone to take your freedom is crazy. And to add on to more Farming Businesses inside of Mortal, don't forget we have Farmers Boy and the Elevator, which is another company that they have spoken with individuals they want shut down and to never run again.

As there was also a question raised between the villagers when it had been mentioned that the village can afford to pay $10,000 on a new road, but three members on council had stated barely 5 minutes prior that they can't afford to put Thibaut's ordinance idea on the ballot to see if it's what the people really want, which is far less money than our half of the road cost. Leading the village discussion outside of meetings to say that again this is intentional to make sure that villagers don't actually know what's going on and to only find that their rights have been taken away. As villagers have gotten together after these meetings and discussed, this one will never stop with just livestock, this is about control over properties to make things as similar to an HOA as possible. And we all agree we're already paying mortgages and property taxes along with their sewer taxes they charge us every couple of months, so why on Earth would we also want to pay them to tell us what we can and cannot do with our properties??

One of the council members also said they want everything to be 10ft off of your property lot from other properties and roads. Leading a villager to ask and not be answered, “is this so the village of Morral can have more property that I pay for?”

The town solicitor also said that the previous ordinance idea that was listed in last month's article has several issues and that he has seen them cause major problems in the past in other villages, and does not recommend that ordinance idea at all.

Should married couples be allowed to serve on council together? Sounds a bit biased to many villagers. Outside of meetings villagers have formed a group chat, not to mention having many in person discussions, and there has been many discussions regarding the idea of a long lasting relationship couple being allowed to serve on council together. Personally I can see both sides to this, but it’s also because I can see both sides that I must agree with the villagers here.

I do know that I’ve always felt more comfortable with public communities when I have had someone I am very close to beside me, it’s the comfort of knowing I’m not alone. Even at the young, but still adult age of 27, I still hate doing things alone most of the time, call it anxiety. I’ve even been trying to convince a couple people I’m close with to come to the meetings so I’m not alone. And I know when serving on council in my 4-H clubs growing up I also wanted someone beside me I could trust and knew would most of the time stand by with the same thinking decisions I had…. Which is why I can see the biased approach here. Even if a couple disagrees on something, it still won’t help when they do agree. People’s thoughts are all too often wondering “I bet they only voted the same because they’re together and not because they actually feel the same way”.

Now I’m not telling you to not vote for the spouse running for council, personally as angry as I am regarding recent events, I still much prefer her to someone else re-running, and so I’m not telling you to vote for her either, what I am saying is make your decisions wisely!

However you vote, make sure it’s for how you feel. Not based on other people’s feelings, just your own.

Ohio State Laws have updated, and the council has accepted the new ordinance (2025-002) written by the village solicitor as an adaption of the new state law, any vehicles that go under the speed of 35miles an hour must have working lights, turn signals, license plates, an inspection from the sheriff office, and of course you must have a drivers license.

If that didn’t already sound in my own words, freaking deranged. It includes mowers, and trust me the people at the last meeting, myself included and some of the council weren’t thrilled with any of this at all, some members not caring at all. But for those of us who like mowing for more than ourselves, have multiple properties, etc… The idea of having to have all of the above done to our mowers just to not risk a ticket driving on the streets, sounds absolutely insane.

Not to mention what about farmers and their tractors? People who like to drive their atv’s, gators, golfcarts, etc? Everyone is going to look forward to getting a ticket from this point on thanks to an unneeded law. So if you have a child mowing yards for the neighborhood for a small profit over the summer, that mower better be inspected and up to code, and that child better have a license. That is unless the council decides to amend the law for our village. But until that may hopefully soon happen, better be careful out there folks!

On the bright side however, council member Barb Forry said she did talk with a local deputy and he informed her that so long as no one does anything crazy, he at the least has no plans to pull anyone over for such crazy things.

Another thing to watch out for though is any neighbors you may have that dislike you, they could happily call law enforcement, so again, be careful everyone! As it did come up in the meeting that some people have some neighbors that love wasting law enforcement time for stupid matters. If you’re one of these people, please go outside and touch some grass, thank you!

  • Remember that next month on Saturday October 11th is The Fireman’s Festival, where we will be celebrating 150 years! Linda Bennet will be baking a spectacular cake for the celebration, along with cupcakes. There will also be a table of memorabilia to showcase this little farming community's beautiful history.

The parade will be starting at 3pm, featuring Firetrucks, Monster Trucks, Ponies, and more. The festival will be from 4-9pm-ish. There will be a live performance by The Dudley Creek Band starting at 5pm, multiple vendors, food trucks, bingo, an inflatable for children, games, raffles, etc…

If you’d like to set up as a vendor, please contact Amber Belcher for information, cost to be a vendor is a simple donation to the Salt Rock Fire Department. (I can’t speak for who all will be a vendor, but I myself do intend to be one with a small set up, come check out my booth (Snowing Roses) at the festival!)

  • Don’t forget about the public meeting regarding the Sewer System, as dates have been slightly altered, they’re now  at 12pm on Tuesday, September 16th, 2025, and at 7pm on Wednesday, September 17th, 2025. Any questions you have about the sewer, now's the time to get your answers. At these meetings you may also get information regarding tree cutting in October, as it is part of the sewer plans.


  • October 1st-3rd, 7am-5pm Daily, there will be Tree Cutters in town. If you have a tree on the list, they're supposed to come knocking a few days prior to starting, and all should be wearing badges… More information can be found at the Firehouse in the Meeting Room on the Bulletin Board (right to the door when walking in). I also have two pictures attached at the bottom of this article if you can't make the visit.


  • If you’re interested in helping plan for the town’s Christmas season, be sure to reach out to Amber Belcher and/or Shannon Tilley, as they are working on making this season a magical one.


  • Don’t forget that if you want to decorate the poles around town, you’re more than welcome to do so. Let’s plant beautiful flowers all around our beautiful farming community for our wonderful visitors and of course, ourselves to enjoy.


  • Guns- if you want to shoot on your property, make sure to follow the Ohio Revised Code’s laws and regulations. You also need to get WRITTEN consent from the village counsel. That said this is for Target Practice, as for a reason I can't begin to explain during the hunting season you are more than okay to shoot any animal you want that's on your own property, just please make sure you're all being safe and following rules to keep yourselves out of any trouble. Also feel more than free to STOP calling the cops on your neighbors for shooting safely on their own properties. If they're not hurting you, stop wasting sheriff resources that could be used to actually help people. Thank you.


  • Scott Hughes placed  a new bus sign the day after school started at Stauffer Rd. He also wants a new speed limit sign between Neff St and the Railroad on East St. due to the semis and other drivers. He also wants to put up a “Watch For Children” sign there. Villager Shirley Meade also recommended that if putting up a “Watch For Children” sign there, that one is also needed near Morral Methodist Church as the bus also stops for children along that area, no response was given to Mrs. Meade on her request.


  • Harry Miller plans to clean up and care for our small town cemetery owned by the Forry’s. Karen Hughes is supposed to go with him to fix it back up here soon if they haven’t already. For the dead in our area, we are very grateful for the respect to be shown to them and clean up their final bodily resting places.


  • There is also a request for respect to be shown in our village park. Please ladies, gentlemen,  dogs, aliens, ghostly ghouls, the dwarves of the Blue Mountains, the Misty Mountains, of the Lonely Mountain; and to whomever else it may concern, don’t drive on the park grass. You are more than welcome to drive your vehicles on the stone lot, park in a space, and enjoy the park, but for the love of it all, please stay off the grass unless you’re walking it. Also please make sure to clean up after yourselves, mother earth doesn’t deserve to have her soils filled with our garbage. We have one earth, let’s respect it, keep it clean, and keep it healthy. Thank You.


  • Another request is to not bully your neighbors. Putting signs up about others properties, calling the cops for unnecessary reasons, trying to control people's properties, and more. Please again go touch some grass and as I tell my own children and was told growing up, mind your own! Thank you :)

They’re Trying To Take Away Our Rights In Morral, Will You Let Them?

“Just because you own a property, doesn’t mean you can do with it what you want to” ~ Said At The August 2025 Public Meeting.

Deb Thibaut, Karen Hughes, and Scott Hughes, all three of these people have made it extremely clear during the monthly public meetings NO ANIMALS! If you have animals in town, you like farming, are in the FFA or 4-H, or anything else, well that’s too damn bad. One council member herself has said many times she doesn’t want to look in her neighbors or anyone else’s yards and see animals there.

This is a farming community, it always has been, but even when last month Asch Tilley brought up that he has chickens that are also beneficial for their eggs since the store is expensive, he was told to go buy them anyways, because someone doesn’t like seeing chickens, and that apparently for years all these animals have been an issue… to them and their friends (again this is being said at the public meetings).

But I think this issue goes past animals, with the new election coming up I’m left curious, not only was this issue (allegedly) left until last minute to hopefully ensure that they had people voted in during the election who will vote for the new ordinance that Deb Thibaut wrote (attached to this article is a copy of what she gave everyone), but I’m also left curious, what comes after the animals?

Will certain fences also face scrutiny? What about people fixing up cars and lawn mowers in their driveways or garages? Too many cars in a driveway? Steps without railings? “Aggressive” dog breeds banned? Campers banned? (It’s been talked about), Issues with garage doors? (We’ve had a problem with that in the past too). How many more new things will suddenly be an issue requiring a new ordinance to be voted for and allow for them to charge the Morral residents fines until they get rid of it all and become quite similar to a “nice” little HOA community.

But currently we’re stuck on the “this isn’t a farming community” problem. “This isn’t a farming community”, this isn’t a farming community??? Morral has 1,728 acres, just one farmer alone has over 600 acres in you guessed it, farmland inside Morral limits. We have barns older than 100 years inside the limits that do or used to have countless animals inside them. We have and have had: horses, cows, pigs, chickens, etc… inside the Morral limits. We have always been and should always remain a farming community. Even the auditor website shows us as such. Morral Companies LLC inside town is also a large business that is hugely agriculturally based, even providing jobs to the Morral residents, as well as greatly helping the agricultural community. The same can be said for Forry and Son Farm, and Fetter and Son Farm.

It was also said that if you want to own animals, you should have more than 2 acres to do so, knowing very well that no one has that except for roughly four or so residents inside the limits. It has been explained to them that they are openly telling people not to move here if they have kids in 4-H or FFA because they don’t want even two chickens in town (this has been said in the public monthly meetings. Which are the second Monday of every month, 6:30pm at the Fire Department). They have said children Have to ask their neighbors permission, and Must come to meetings and ask permission from the council to have animals for projects, but they can be denied, and from anyone who has attended these meetings, it’s very widely believed they will be denied simply because they don’t want animals within the limits. It has also been said publicly at the meetings, if you want to own such animals, “go buy a farm outside of the limits somewhere”.

Morral has roughly 156 households, around 36% have children under the age of 18 years, roughly 24% of residents being Under the age of 18 years old, and you can be in 4-H until 19 years old as of January 1st here. They’re saying that those families should move if they want their children to be in any agricultural organization if they want to have animals. They’re telling roughly 36%+ of residents to leave our village, and telling who knows how many families, not to move into our village. How embarrassing and rude, Not the signs of a friendly little community if they get their way and can set those standards in place. Is that really what we want for our village? Is this really what we’re going to allow to happen here in a town many of us grew up in and love?

The general election is coming up in November, the deadline for write-in ballots is August 25th. Reach out or visit the Marion County Board of Elections for more information if you plan to run for Town Council, there are currently as of the 16th of August four seats open and five people running. If you run, please, please, PLEASE make sure people know so if they choose, they can write your name in. IF at any time you get confused when trying to vote for someone who is a write in, just Ask, it’s not silly to get confused, and it’s better to ask and know, than let someone you don’t want to get voted in and then walk all over you, your rights, and your beloved village.

In other news:

•The Morral Fireman’s Festival is set for October 11th, 4pm-9pm. There will be Bingo, Food Trucks, the Dudley Creek Band will be performing, Raffles, A giant inflatable for the kiddos, and more! Also, this year there will be a parade celebrating 150 years of this beloved farming community! Amber has made an event for this on Facebook that you should be sure to check out!


•Don’t forget to watch out for any other news and events on Amber’s Facebook page: Village of Morral Community News and Activities, if you haven’t joined the group please do so, as she regularly plans fun events for the community. In the past hosting: A Neon Dance and Glow party that had a DJ and Karaoke, and Sunday Funday with Live Acoustic from Brooklyn Wallace.


•There’s also the Facebook page: The News of the Village of Morral, Ohio. Be sure to keep tabs on that as well.


•There will also be a public meeting regarding the Sewer System at 12pm and 7pm, on September 17th.


•On October 1st - 3rd, 7am-5pm Daily, we will have Tree Cutters in town… More information regarding that is up at the Firehouse in the Meeting Room on the Bulletin Board (right to the door when walking in).


•There was also discussion regarding the broken handicap swing at the park, which was broken due to misuse. As well when put in, the posts weren’t concreted properly by the company installing it, and the people are supposed to come back and fix it, to make sure in the future no one gets hurt, and that we have a nice ready to use swing for those who need it. It will hopefully be back up and in working condition before September when the park technically closes. It should also have warning signs placed up when it is ready for use again, until then it is roped off and off limits to visitors.


•Another bulletin board will be going up soon at the Morral Park for events and things going on in Morral, be on the look out for that whenever you visit our wonderful park. It will be built by our Mayor Marjorie Moyer.


•New Street Signs and a Bus Sign will be bought and put up by Scott Hughes in the near future.


•Amber Belcher and Shannon Tilley are in planning for our town Christmas season, Shannon has many happy plans that we look forward to hearing more of and seeing this season, and for hopefully future seasons as well.


•If anyone is interested in decorating the poles in front of their houses, it is really recommended that you do so, as planting flowers and such looks very nice, especially in front of your homes.

 

•Reminder that the next Village Monthly Meeting is Monday, September 8th, 2025, 6:30pm, at the Firehouse. I hope to see you there :)
